David P. Scheffenacker, Jr.
PresidentDavid P. Scheffenacker, Jr. founded Preston Partners, Inc. in 1989. Originally a real estate brokerage firm, over the past fifteen years Preston Partners has been involved in the sale, leasing or financing of more than 20 million square feet of industrial and office properties. In 1998, Preston Partners expanded into development, combining the synergies of real estate brokerage and development. David has personally directed the development of over 8,000,000 square feet of industrial property in the last 9 years. He has built such projects as the 650,000 square foot Clorox facility, the 350,000 square foot Pier One project, the acquisition and renovation of the 800,000 square foot GE Building, the Mercedes project and the recent development of Preston Gateway, a 1.1 million square foot development around BWI airport in Anne Arundel County, Maryland. David has been featured in the Baltimore Sun, ("Money Strolls Up in Wingtips"), and the Baltimore Business Journal’s, "Who’s Who in Commercial Real Estate" and also in the article, "40 Under 40". David's family has been involved in real estate development in Maryland for over 130 years.
Presently, David P. Scheffenacker Jr. oversees three real estate firms which include Preston Capital Management, Inc. (Real Estate Development and Investment), Preston Partners, Inc., (Commercial Real Estate Services) and Preston Financial, Inc. (Commercial Real Estate Financial Services).
David proudly supports a number of educational and charitable efforts including Public Broadcasting Services (PBS) where Preston Capital Management, Inc. and Preston Partners, Inc. are sponsors of Newshour with Jim Lehrer, Antiques Roadshow and NOVA on Maryland Pubic Television. David serves on the Board of Trustees of the St. Paul's School for Boys in Brooklandville, Maryland. He also serves on the Board of Trustees of the American Heart Association and the Maryland Historical Society. David has served as a volunteer with both the State of Maryland Mentor Program and the Maryland State Employment Education Program. He is a member of NAIOP (National Association of Industrial and Office Properties).
David graduated from Roanoke College in 1982 with a Bachelor of Science degree.
Randall D. MacCuaig
Executive Vice PresidentRandall D. MacCuaig has over 35 years of experience in the real estate industry. Prior to working with Preston Capital Management, Inc., Randy’s breadth of experience includes serving as a partner of a west coast architectural firm specializing in destination development, working for Prudential Insurance Company with differing responsibilities for areas in commercial underwriting, property acquisitions, loan management and commercial development. Mr. MacCuaig was the Regional General Manager of the Washington / Northern Virginia general market area for Rouse & Associates with direct responsibilities for acquisition, development, marketing and leasing of both industrial and office product. He also served as Vice President of Development for McCormick Properties, Inc. with overall responsibility for all land acquisition, joint ventures, development, marketing and leasing of planned office and industrial parks; in addition, he held the position of Director of Huntington Limited Realty Interests, a McCormick syndication subsidiary. In 1986, Randy founded the Northmark Corporation, a real estate investment firm specializing in acquisition, development, marketing, leasing and management of institutional grade industrial and commercial property within the general Baltimore / Washington / Wilmington, DE. market areas. Randy has been a guest lecturer at both New York University’s Graduate School of Business and the Amos Tuck School. He has been a Development Member of the Urban Land Institute and is currently an active member of NAIOP.
Randy received a Bachelor of Architecture from the University of Southern California and a Master’s of Business Administration from the Amos Tuck School at Dartmouth College.
Mark D. Knobloch
Executive Vice PresidentMark. D. Knobloch has over 20 years of experience in the commercial real estate industry. He worked for NationsBank, and predecessor banks, for approximately 10 years. Before joining Preston Capital Management in July 2005, Mark served as a real estate investment advisor to a high net worth individual. Mark managed all aspects of this individual’s $40 million real estate portfolio, including identifying and making acquisitions, underwriting and due diligence, financing and asset management. For the last several years, Mark has also served as an instructor in the Johns Hopkins University/ Master of Science in Real Estate Program. Classes he taught include, Real Estate Investment and Real Estate Finance.
Mark earned a Bachelor’s Degree from Washington and Lee University in 1985 and a Master’s Degree from the Johns Hopkins University Real Estate Program in 2001.

Karen Watsic, P.E.
Senior Vice PresidentPrior to joining PCM, Karen had 13 years of experience as an engineering consultant with local firms working on both environmental remediation projects as well as commercial land development projects. She is a registered professional engineer in the State of Maryland. For the past 8 years she served as a senior project manager directly responsible for managing all aspects of the civil engineering process including: due diligence; conceptual planning; detailed engineering; coordination and management of team subconsultants; permitting and regulatory interface; zoning testimony; and construction phase services. As a consultant, her experience was primarily focused on industrial warehouse, commercial office and retail projects in Anne Arundel County, Baltimore County, Baltimore City and Howard County, Maryland including both the development of raw land as well as complex redevelopment projects in urban areas.
Karen has a B.S. in Civil Engineering from Johns Hopkins University and an M.S. in Environmental Engineering from Johns Hopkins University.
Karl F. Lehmann, SIOR
Senior Vice PresidentKarl F. Lehmann, SIOR, is a Senior Vice President at Preston Partners, Inc. Mr. Lehmann earned his real estate license in 1986 and joined Preston Partners in February 1996. Prior to joining Preston, Karl spent 10 years specializing in Office and Industrial Sales/Leasing and Development throughout the Baltimore-Washington Corridor. He recently shifted his primary focus from brokerage to development projects with Preston Capital Management, Inc.
Karl has a Bachelor of Science degree from Cornell University and a Masters in Business Administration from Loyola College.
In 2006, Karl shifted his primary focus to development projects as Senior Vice President with Preston Capital Management. In this role he manages various stages of development, from government interaction to construction to tenant occupancy.
Nelly G. Perkins
Senior Vice PresidentNelly G. Perkins, worked in Preston Partners’ Mortgage Banking Group from 2002 to 2005. The group, which places permanent, mezzanine, construction and venture finance on behalf of its clients, consistently originates in excess of $100 million in loan transactions each year. Prior to joining Preston Partners, Nelly worked for Bank of America for 10 years. Most of her banking career was spent originating and underwriting commercial mortgage loans, nationally, for the Bank’s Permanent Loan Group.
Nelly received a Bachelor of Arts degree from Washington and Lee University in 1990 and a Masters in Business Administration from the University of Baltimore in 1999. She served as Chapter President for the Baltimore Chapter of Commercial Real Estate Women Inc (CREW Baltimore).
